Developers are currently seeking DOB permits to build 8 stories of luxury housing on top of the existing 7-floor rent-stabilized building at 711 West End Avenue. The construction would be suspended above the current building rather than resting on it, a novel construction method that has yielded bad construction and lawsuits elsewhere in Manhattan. It would require the construction of 18 columns punching through the existing building, for which rent-regulated units have been vacated; and through the garage, which is suspected to contain asbestos.

The developers, Platt Byard Dovell White (PDBW) also propose closing a lane of traffic on the already-jammed 95th Street, which is the egress from the West Side Highway.

PDBW claims the project would take about two years.
